Why could Gerhard Schroder be Mabus?

Gerhard Schroder is the leader of Germany. He was strongly against the US war in Iraq and made it well known in the UN and overseas of his position.

He pushed hard for the EU to have a more formal relations knowing that Germany would dominate the European economy and political issues.

Some issues that Germany currently faces are a high unemployment rate along with lingering issues with the East/West German merger in the early 1990's.
